MRU929 responded to Pantok incident

The Meycauayan Rescue 929 (MRU929) responded to a call from control 101 regarding an accident involving a motorcycle vehicle with two male victims. The accident happened at Pantok brgy. road, this City at around 3 p.m when the driver lose control of the motorcycle causing it to hit the concrete pavement with his bare face without wearing crash helmet. The driver suffered severe head injuries and his passenger suffers few abrasions.

 MRU929 brought the victims to the Nazarenus Hospital for further treatment.

10 Things That Drivers Should Know

1. MMDA Enforcers are not allowed to group together while apprehending a motorist. They are not even allowed to stand together in groups of two (2) or more, except in actual times of special operations (e.g. apprehending groups of smoke-belching/colorum buses).
2. Swerving is not a traffic violation per se. It is defined as a movement wherein vehicles shift from a lane to another. However, it can constitute the offense of reckless driving if it is done without precautions (e.g. swerving in an abrupt and careless manner, swerving without the use of signals, swerving across solid lines).
   
   Swerving can also constitute the offense of Disregarding Traffic Signs if there are signs present that explicitly prohibit swerving in the area.
3. A driver's license cannot be confiscated by a Traffic Enforcer during traffic apprehensions except on the following situations:

However, any driver who has committed three (3) or more unpaid violations, whether administrative or moving, shall also be subject to attending seminars, whose length shall be based on the results of the diagnostic exam (exam that will determine the contents of the seminar progress), which will be administered by the Agency. *Note: If the license is to be confiscated, the Traffic Enforcer should inform the driver of the reason/s for the confiscation and the ticket validity. If the driver refuses to surrender his driver's license, his plate may be detached pursuant to Section 74 & 75, MC 89-105.

4. Private Vehicles are not allowed to use the yellow lane except when they are about to turn - provided that they start shifting lanes upon seeing the transition lane (broken white lines painted diagonally), that you can see around 50 meters away from an intersection. However, selective apprehension of private vehicles using the yellow lane is highly prohibited.
   The yellow lanes (1st and 2nd lanes in EDSA) are only for City Buses. City Buses are not allowed to go beyond the yellow lanes. If they do so, they will be apprehended for violating the yellow lane policy.
   Provincial buses are also not allowed to use the yellow lane. Instead, they are encouraged to use the third lane.
5. Each Traffic Enforcer has his/her own written mission order issued by the MMDA Central Admin. Apprehended drivers are free to ask for the apprehending officer's mission order, which includes his area of responsibility, time of duty, official function. It also indicates whether or not the enforcer is authorized to issue tickets.
6. Traffic Enforcers should issue TVR in complete uniform, with visible nameplates. Traffic Enforcers are instructed to accomplish the TVR (Traffic Violation Receipt) without any delay or argument on the road, so as to avoid traffic congestion.
7. The Apprehending Enforcer is allowed to issue another TVR for Towing Fee. If the owner of the impounded vehicle fails to release his vehicle after payment of fine in the stipulated date, the impounding officer shall issue a separate TVR indicating no. of days it has remained at the impounding area.
8. Before apprehending, the Traffic Enforcer should flag down the vehicle and lead it to the roadside where it will not obstruct the flow of traffic. Traffic Enforcers should courteously inform the driver of his violation.
9. Traffic Enforcers are not allowed to ask drivers to alight from their vehicles while the apprehension is taking place. Most importantly, Traffic Enforcers are not allowed to ask or receive bribe money.
10. During traffic apprehensions, the following can be considered as a valid driver's license:

ID Plastic Card DLR / Temporary Driver's License TOP (Temporary Operator's Permit) International Driver's License Foreign License

The Traffic Enforcer should exercise extra diligence in verifying the veracity of the data or documents presented.

If you encounter any Traffic Enforcer violating any of these, get the name of the Traffic Enforcer indicated on his/her name plate, and submit a letter of complaint addressed to the Traffic Adjudication Board (TAB), MMDA Bldg. EDSA cor. Orense St. Guadalupe Nuevo, Makati City, within 5 days after the apprehension.
In case you are involved in an argument with a Traffic Enforcer, call the MMDA Hotline 136, or the Metrobase at 0917-561-8711. Ask the Metrobase to send inspectors to go to the place where the argument is taking place for proper investigation.
You may also e-mail complaints against erring Traffic Enforcers to the MMDA thru email@mmda.gov.ph. Include full details of the incident (attach photos or videos if possible), so that they will be able to act promptly on the matter.

The activity aims to create more awareness on the HEAL Meycauayan River Project, a major environmental program of the city government to enjoin the citizens in helping clean the Meycauayan River. Hence, the activity which is spearheaded by the Office of the City Mayor will gather all government agencies, business sector, NGO’s, academe and all other private individuals to participate.

RULES AND REGULATIONS

1.      All Participants are required to complete and sign the Official Entry Form containing the Registration, Waiver & Confirmation.

2.      Submission of the Official Entry Form, Waiver & Confirmation Slip filled up & duly signed together with the Participants’ agreements to abide by the rules and regulations of the “RUN TO HEAL  2”  should be submitted on or before September 1, 2011 at the Secretariat Office (Information & Community Relations, 3^rd Flr., Meyc. 3.      While every reasonable precaution will be taken by the Organizers to ensure the Participants’ safety, it is understood that Participants run at their own risks and the Organizers shall not be responsible or held liable for any injury, disability or death arising from training or occurring during participation in the race. Participants are strongly encouraged to undergo medical check-up and/or consult medical practitioners prior to registration and before the actual race day.

4.      Participants must wear the assigned Bib Numbers on their chests. Participants not wearing Bib Numbers will be taken off the course by security officers and will not be allowed to cross the finish line.

5.      Partial road closure will be lifted after 30 minutes from the start of the race. However, participants will then continue on the footpath with the official vehicles on the side.

6.      Participant must retire from the race immediately, if required to do so by any member of the official medical staff, Race Director, and Security Officer.

7.      Pets, bicycles, in-line skates, prams, push carts, shoes with built-in or attached rollers and any other wheel run objects are not allowed on the course other than official race and medical vehicles.

8.      Once registration has been duly processed, there will be no entry fee refund for Participants who for whatever reason do not eventually take part in the 1K, 3K 5K  & 8K Fun Run.

9.      There will be no entry fee refund if the event is cancelled on account of force majeure or for causes beyond the reasonable control of the Organizers.

10.   The Organizers reserve the right to use any photographs (including those of Participants), motion pictures, recordings or any other media records of the Fun Run for any legitimate purpose, including commercial advertising, without giving monetary consideration to any Participant.

11.   The Organizers reserve the right to limit and/or refuse entries without giving any reason.

12.   The Organizers will not entertain nor be in any way responsible for any disputes arising from incomplete entry details.

13.   Race category and race entry are strictly non-transferable.

14.   Participants who start before the actual start time of the Race will be disqualified. (Please refer to start time of the race).

15.   Participants below 18 years old must have the waiver signed by the parents.

16.   All winners must be physically present and must show valid I.D’s to receive their awards and prizes during the awarding ceremony. The Organizers shall have the right to forfeit the prizes (whether in cash or in kind) of winners who are not physically present during the awarding ceremony.

17.   The organizers’ decision is final.

18.   Winners’ disputes and appeals must be made on-the-spot within 30 minutes after the announcement of the results or immediately after the prize presentation, whichever comes first.

19.   Participants’ disputes and appeals regarding the results must be submitted in written format, including electronic mail within 3 days of race day.

20.   The Organizers reserve the right to require the Participants to present official documents necessary to support the disputes or appeals made.

Earthquake Drills. Why it is important?

The NDRRC will conduct a simultaneous nationwide 1st Quarter earthquake drill on February 17, 2011 at 9:30.  The objective of the drill is to test the preparedness of governments buildings, private business/commercial establishments, public and private hospitals and other establishment in the area in responding to a strong earthquake as well as the effectiveness of the Guidelines on How to Conduct Earthquake Drills issued by the PHIVOLCS.

The program will simultaneously start nationwide at 9:30 AM to showcase critical emergency response operation with the "Golden Hour" (1st 72 hours) such as suppression, collapsed structure search and rescue, mass casualty incident management and evacuation, among others

Locally, Some 400 government employees of the City of Meycauayan will be participating in the said earthquake drill in the city. Also included in the list of city wide participants are public and private schools, Business/Commercial Establishments, which have enjoined to participate. 

Members of the tri-media are encouraged to cover the conduct of the drill to add value to this exercise’s objective of increasing public awareness.

RUN TO HEAL

 

Everyone is invited you to “RUN TO HEAL”, a fund raising activity of the City Government of Meycauayan, Bulacan together with the different sectors: Business, Academe, Government, NGOs and Private Individual Organizations which will be held on September 22, 2010 at 5:00 A.M. in line with the priority environmental program of the City Mayor, Hon. Joan Velasco-Alarilla.

The proceeds of this activity will go to HEAL (Healthy Environmental Actions for Life) Meycauayan River Rehabilitation Project.

The aforementioned project was initiated by the Late Former Mayor Eduardo Alarilla way back in the year 2000. In alignment with his vision, the incumbent City Mayor, Hon. Joan Velasco-Alarilla vows to continue the legacy and strongly believes that the project will create awareness amongst all the stakeholders. It is high time for all of us to join forces towards its attainment.

The Assembly Point will be at Meycauayan City Hall, Barangay Camalig, City of Meycauayan, Bulacan and the End Point will be at Patio of St. Francis of Assisi Parish, Barangay Poblacion, City of Meycauayan, Bulacan, in which a short program and signing of the Pledge of Commitment will be held after the race.

2008 State of Local Governance Report

The 2008 State of Local Governance Annual Report, utilizing the result of The Local Governance Performance Management System or LGPMS, is a self-assessment management and development tool that enables local government to determine its capabilities and limitations in the delivery of essential public services. Information generated from the LGPMS results will give the true picture in local governance and will give opportunities to optimize decisions and actions for improved administration. The Local Chief Executive will then be helped to achieve a focused vision for the future of the constituency.

The output of the LGPMS is the State of Local Governance Report, which the local government unit may utilize as its Annual Report to comply with the requirement under the Local Government Code of 1991.

For the Calendar Year 2008, the Performance, Productivity and Development indices for the City Government of Meycauayan are briefly stated below:

From the table illustrated above, we obtained the overall performance rating of 3.96 or an adjectival value of slightly below high rating for the profile year 2008 among all performance areas.

In terms of comparative rating based on Inputs (Performance), the City Government of Meycauayan performed high in the performance areas of Governance, Administration, Social Services and Economic Development as all service indicators thereto were met and complied with, like availability of Executive and Legislative Agenda and City government policies, existence of functioning health and school facilities supported by infrastructure projects, communication and power facilities and financing institutions; however, to further improve on the overall performance capabilities, the performance area-focus shall be on Environmental Management particularly giving attention to the formulation of the 10-year Solid Waste Management Plan which should be approved by the National Solid Waste Management Commission.

In terms of performance comparison based on Productivity (Output), the Local Government Unit had rated high in the areas of Governance, Administration and Social Services as service indicators were favorably met and complied with, which include the presence of Information Office properly manned by competent staff, presence of Comprehensive Development Plan, availability and quality of health and nutrition services; whereas somewhat medium in the area of Economic Development and Environmental Management. However, the allocated amount for projects in favor of the population in need from the 20% component of the Internal Revenue Allotment is slightly below the benchmark, although environmental programs were given utmost priority, in adherence to the mandates of R.A 9003, otherwise known as Ecological Solid Waste Management Act of 2000. Further, there is no garbage composting facility, thus no data on the total volume of garbage composted and the number of industries that require pollution control facilities, it is then necessary that the City set up programs and procedures to gather and collate data required.

Finally in terms of performance comparison based on Outcome (Development), the LGU performed slightly below high on social services, the City performed high on the service areas of health and nutrition, housing and basic utilities and peace and order, but need augmentation on the area of education. Whereas, the city rated medium and low on areas of economic development and environmental management, respectively, with particular emphasis on the service areas of agriculture and fisheries development, entrepreneurship business and industry promotion and waste management pollution control and urban land quality. It was unfortunate for the City Government of Meycauayan to have a rating of 3.0 in the performance area of environmental management sector of the Outcome or State of Development indicator, in spite of the fact that we have invested much in the implementation of related programs, in coordination with the national and international NGOs like Blacksmith Institute and in collaboration with the neighboring LGU members of Meycauayan-Marilao-Obando River System Water Quality Management Area (MMORS – WQMA) towards the attainment of the ultimate objective of rehabilitating the Meycauayan River. Lastly, to improve the current rating of the city, initial steps to the formulation of Solid Waste Management Plan are being prepared as the City Government will be conducting waste characterization and analysis at source that will serve as the vital information source to come up with a responsive Solid Waste Management Plan.

HISTORY OF MEYCAUAYAN

BRIEF HISTORICAL BACKGROUND OF MEYCAUAYAN

The name of Meycauayan came from the Tagalog may kawayan (lit. "a place full of bamboos") alluding to the presence of large bamboo groves in the town. It was founded in 1578 by the Franciscan Catholic missionaries. Local tradition names friars Juan de Placencia and Diego Oropesa as the parish and town's founding fathers, who constructed the first church made up of nipa thatch and bamboos which they dedicated to their Nuestro Padre Senor San Francisco de Asis, in what is now Barangay Bahay Pari.

Because the newly erected town was constantly attacked by native Aetas, the town was transferred to Barangay Malhacan. The town later transferred to a location known as Lagolo (located somewhere between Barangays Banga and Caingin). Lagolo proved inhospitable at the time, so the town center again transferred to what is now known as Barangay Poblacion, where the Parish Church of St. Francis of Assisi still stands.

Meycauayan was then one of the largest municipalities in Bulacan. The towns of San Jose Del Monte, Bocaue, Marilao, Valenzuela, Obando, Santa Maria and Pandi were once part of the political jurisdiction of the town. During the Spanish colonization in the Philippines, the Spanish authorities tapped Meycauayan's adobe (volcanic tuff rocks) reserves which were used for building stone houses and fortifications in and out of town. Majority of the adobe rocks that were used in building the walls of Intramuros, Manila's "old walled city", were imported from Meycauayan.

On April 4, 1949, a large fire razed the town, destroying its market center and its centuries-old church. It took years to recover from the destruction, aided by the provincial and national governments as well as by the contributions of its own citizens.

Meycauayan is famous for its jewelry industry, tanneries and people like Lydia de Vega, Asia's Fastest Woman.

On March 5, 2001, the municipality was declared as a component city by virtue of Republic Act 9021, but its conversion was rejected by the voting people of Meycauayan in a plebiscite.

In 2005, the municipal hall was moved from Barangay Poblacion to a newer structure in Barangay Camalig. The former municipal town hall now houses the Mariano Quinto Alarilla Polytechnic College.

On December 10, 2006, by virtue of Republic Act 9356, voters in Meycauayan ratified the conversion of Meycauayan into a component city of Bulacan through another plebiscite. It became the province's third city, joining San Jose del Monte and Malolos.

Today, the City of Meycauayan is a component city in the province of Bulacan, Philippines.
