2008 State of Local Governance Report

The 2008 State of Local Governance Annual Report, utilizing the result of The Local Governance Performance Management System or LGPMS, is a self-assessment management and development tool that enables local government to determine its capabilities and limitations in the delivery of essential public services. Information generated from the LGPMS results will give the true picture in local governance and will give opportunities to optimize decisions and actions for improved administration. The Local Chief Executive will then be helped to achieve a focused vision for the future of the constituency.

The output of the LGPMS is the State of Local Governance Report, which the local government unit may utilize as its Annual Report to comply with the requirement under the Local Government Code of 1991.

For the Calendar Year 2008, the Performance, Productivity and Development indices for the City Government of Meycauayan are briefly stated below:

From the table illustrated above, we obtained the overall performance rating of 3.96 or an adjectival value of slightly below high rating for the profile year 2008 among all performance areas.

In terms of comparative rating based on Inputs (Performance), the City Government of Meycauayan performed high in the performance areas of Governance, Administration, Social Services and Economic Development as all service indicators thereto were met and complied with, like availability of Executive and Legislative Agenda and City government policies, existence of functioning health and school facilities supported by infrastructure projects, communication and power facilities and financing institutions; however, to further improve on the overall performance capabilities, the performance area-focus shall be on Environmental Management particularly giving attention to the formulation of the 10-year Solid Waste Management Plan which should be approved by the National Solid Waste Management Commission.

In terms of performance comparison based on Productivity (Output), the Local Government Unit had rated high in the areas of Governance, Administration and Social Services as service indicators were favorably met and complied with, which include the presence of Information Office properly manned by competent staff, presence of Comprehensive Development Plan, availability and quality of health and nutrition services; whereas somewhat medium in the area of Economic Development and Environmental Management. However, the allocated amount for projects in favor of the population in need from the 20% component of the Internal Revenue Allotment is slightly below the benchmark, although environmental programs were given utmost priority, in adherence to the mandates of R.A 9003, otherwise known as Ecological Solid Waste Management Act of 2000. Further, there is no garbage composting facility, thus no data on the total volume of garbage composted and the number of industries that require pollution control facilities, it is then necessary that the City set up programs and procedures to gather and collate data required.

Finally in terms of performance comparison based on Outcome (Development), the LGU performed slightly below high on social services, the City performed high on the service areas of health and nutrition, housing and basic utilities and peace and order, but need augmentation on the area of education. Whereas, the city rated medium and low on areas of economic development and environmental management, respectively, with particular emphasis on the service areas of agriculture and fisheries development, entrepreneurship business and industry promotion and waste management pollution control and urban land quality. It was unfortunate for the City Government of Meycauayan to have a rating of 3.0 in the performance area of environmental management sector of the Outcome or State of Development indicator, in spite of the fact that we have invested much in the implementation of related programs, in coordination with the national and international NGOs like Blacksmith Institute and in collaboration with the neighboring LGU members of Meycauayan-Marilao-Obando River System Water Quality Management Area (MMORS – WQMA) towards the attainment of the ultimate objective of rehabilitating the Meycauayan River. Lastly, to improve the current rating of the city, initial steps to the formulation of Solid Waste Management Plan are being prepared as the City Government will be conducting waste characterization and analysis at source that will serve as the vital information source to come up with a responsive Solid Waste Management Plan.
